Liverpool’s AI story in 2026 is stronger when told through the region’s real institutions and programmes rather than through an unverified list of “top AI companies”. Liverpool City Region has moved toward a coordinated AI strategy spanning public services, research, business and international collaboration.
An AI for Good strategy
The Combined Authority has positioned responsible AI as a regional priority. Liverpool City Region appointed the UK’s first regional Chief AI Officer in 2025 and established an AI taskforce to help shape an ethical, inclusive approach to adoption.
The region has also developed a Community Charter on Data and AI through a residents’ assembly. Its purpose is to set principles for how public data and AI should be used and shared, placing trust and public benefit alongside innovation.
International collaboration
In May 2026 Liverpool City Region and Hamburg signed an agreement to develop a trans-European AI supercluster. The partnership is focused on sharing expertise and accelerating applications across areas including logistics, life sciences, aviation and smart cities.
This matters to Liverpool because the region already combines university research, the Hartree Centre, health innovation, advanced manufacturing and a large logistics economy. AI is therefore less a single industry than a technology layer crossing several existing strengths.
Research investment
In June 2026 UKRI and Liverpool City Region Combined Authority announced £23.7 million for two University of Liverpool science projects, including a new AI centre of excellence for chemical materials research. The city region is also preparing for its 2026 AI Summit in October.
For businesses, the practical opportunity lies in partnerships, applied research and responsible deployment rather than chasing an AI label. Companies operating in logistics, health, professional services and manufacturing are likely to see the greatest value where AI solves a defined operational problem.
