Liverpool’s Pall Mall regeneration has moved into a more concrete delivery phase, with VINCI Construction appointed as design and build partner for the first stage of the city-centre scheme.
What the first phase includes
Liverpool City Council and Kier Property selected VINCI following a two-stage tender process. The first phase is expected to deliver more than 100,000 sq ft of Grade A office space, ground-floor commercial uses and a new landscaped public space known as Pall Mall Gardens.
The project is significant because Liverpool has faced a long shortage of newly built Grade A office accommodation in its commercial district. The development is intended to provide modern workspace while also improving the public realm around the site.
Government and regional backing
Pall Mall was identified as one of the priority regeneration projects linked to Liverpool City Region’s £2 billion Investment Fund. The scheme forms part of a wider brownfield-first approach to city-centre growth.
Kier reported in March 2026 that refreshed Stage 3 design work had been completed and the project was moving toward detailed Stage 4 design. The updated plans include flexible work areas, meeting spaces, leisure facilities and a communal roof terrace.
A wider regeneration project
The first building is only one part of the wider Pall Mall masterplan. Long-term proposals include additional office space, hospitality uses and substantial public-realm improvements. Delivery will take place in phases, so individual components and dates should be treated according to their current planning and procurement status rather than as completed commitments.
For Liverpool, the value of Pall Mall will ultimately depend not simply on the scale of construction but on whether it attracts occupiers, supports surrounding businesses and creates a more active commercial district throughout the week.
